Dear Prime Minister, Members of Parliament and fellow citizens,
The British public has spoken and it is time for the government to listen.
Earlier this month, a citizens’ assembly organised by the RSPCA brought together people from all walks of life across the UK to discuss the future of animal welfare. Their message was clear and united: the UK must act now to end cruelty, strengthen animal protection laws, and ensure every animal whether farmed, wild or domestic is treated with compassion.
Yet, despite years of promises, many government pledges remain unfulfilled.
The long-awaited Kept Animals Bill was dropped. No firm date has been set for banning live animal exports. Wild animal exploitation continues through trophy imports and exotic pet trade. Meanwhile, millions of farm animals are still confined in cruel industrial systems.
The public has had enough.
Britain once prided itself on being a world leader in animal welfare — but that reputation is slipping. Other nations are moving forward while the UK stands still.
The RSPCA Citizens’ Assembly found overwhelming support for:
Ending live exports of farm animals.
Banning the import of hunting trophies.
Phasing out cages for hens and other farmed animals.
Reducing suffering in intensive farming.
Recognising animal sentience in every policy decision.
These are not radical ideas. They are common-sense, compassionate, and deeply British values.
We therefore call on the UK Government to:
Reintroduce the Kept Animals Bill without delay.
Commit to a national strategy for animal welfare, reflecting the will of the people.
End the political silence and lead with courage, compassion and integrity.
Every animal deserves protection. Every citizen deserves a government that listens.
This is not a fringe issue — it’s a moral one.
And as the citizens’ assembly reminded us: “We cannot call ourselves a nation of animal lovers if we keep turning away.”
