In Guadeloupe, dog theft has become a true daily scourge, and the situation is dramatic: institutions are turning a blind eye.
Every week, families are shattered, beloved dogs are torn from their homes.
Behind these disappearances lie grisly trafficking: clandestine resale, the use of our companions as "bait dogs" for illegal fights, as well as mass kidnappings to feed networks of breeding and illegal farms.
These dogs suffer extreme abuse to generate dirty money, completely disregarding their well-being. We today carry the voice of Looping, Stella, Tay'lor, Snoop, UZY, Maya, Team, Vicky, White, BELLA, Gangsta, Thor... and so many other anonymous dogs whose names do not appear on this poster but whose families mourn their disappearance every day. In the face of this barbarity, the response from the authorities is almost non-existent. When courageous owners attempt to file a complaint, they too often encounter refusals, reports that downplay the facts, or cases that are closed without follow-up.
They are made to understand that it is "just a dog." This is unacceptable. A pet is a living, sensitive being, a family member, not a mere object. The total impunity enjoyed by thieves must cease immediately.
We, citizens, pet owners, and defenders of animal rights in Guadeloupe and beyond, demand concrete and immediate actions:
1. Systematic complaint registration: We request a clear directive from the Prefect and the Prosecutors for the Police and Gendarmerie to mandatorily record every animal theft as a criminal offense, with no possibility of reclassifying it as a simple loss or a report.
2. Real criminal investigations: The theft of a sensitive being is punishable by law (up to 3 years imprisonment and €45,000 fine). We demand that real investigations be conducted to dismantle the networks of thieves, receivers, and illegal breeders in Guadeloupe.
3. Strict control of identification : We ask law enforcement, municipalities, and veterinarians to increase electronic chip checks on the ground, during interventions and when consulting new suspicious animals.
4. Transparency of associations and institutions: We request better coordination and transparent action from all stakeholders, including associative structures and pounds, to ensure that no stolen dog is moved, re-adopted, or euthanised without strict and cross-checked verification of its origin.
