Robert is a little Siamese kitten born on March 1, 2026. He is exactly 6 and a half months old now.
However, today, he risks being taken from his home to be locked up in a centre, rejected or euthanised by the AFSCA (Federal Agency for the Safety of the Food Chain).
We cannot let such a thing happen! The truth about the story: a citizen victim of a scam
Contrary to the false information irresponsibly spread by the Belgian press, the owner is not from Mons and has never gone to get this cat in Algeria.
Having lost her previous cat last January and deeply saddened by this loss, her owner simply wanted to find some love in her home and welcome a new baby for life. She lives in the Charleroi region and adopted Robert in good faith in Belgium.
She dealt with fraudulent sellers through an advertisement on social media. It was only on the very day she picked up Robert from the sellers in May 2026 that she learned he came from Algeria and not Belgium.
They formally certified that everything was in order with the documents provided. Having never bought animals before, and as these breeders seemed to have very good reviews, she naively trusted them, thinking everything was in order.
Having already developed an immediate attachment to this kitten and having no expertise in international health law, she found herself cruelly trapped.
On July 22, 2026, during a routine check-up at her veterinarian, it turned out that the original papers were not in order and that he did not have a European passport. It was the veterinary practice that then alerted the AFSCA. When the owner contacted the sellers to inform them that the veterinarian had notified the AFSCA, they immediately changed their tune.
They became aggressive and heavily insisted that she return Robert to them, under the pretext of taking him to their own veterinarian in Mons. Realising the danger to her kitten, she refused and asked legitimate questions about the true origin of the animal. From that moment on, the sellers never responded again, blocking her and cutting off all contact permanently.
These individuals, continue their business with impunity on social media to this day. This is where the beginning of hell started for the owner, who has been living through absolute moral and psychological torment for over 2 months now.
Having already developed an immediate attachment to this kitten and having no expertise in international health law, she found herself cruelly trapped. She immediately collaborated with the authorities and filed a complaint for fraud with the police against these traffickers, who continue their business with impunity on social media.
From August 5, 2026, she had Robert regularised at her own expense: he now has a Belgian European passport, his microchip has been officially updated and registered, and he has been validly vaccinated against rabies.
During field inspections, the AFSCA inspector explicitly stated to the owner that she was the "ideal candidate" for an official home confinement measure, as she lives in isolation in an apartment without outdoor access.
But in the end, the administration changed its mind and decided to pursue her. Several solutions have been mentioned: confinement for several months, returning Robert to Algeria or, in certain circumstances, euthanasia.
Since the intervention of the administration, Robert's mother has been strictly following a rigorous health protocol at her home in Charleroi:
The entirety of our home confinement and strict hygiene plan:
The AFSCA justifies its pursuit by the theoretical fear of rabies. However, scientifically, if Robert had been infected at birth, he would have died months ago.
Even better, the indisputable scientific proof has arrived: the official independent national laboratory Sciensano has released its blood analyses. Robert is officially certified healthy and shows an exceptional protective antibody level exceeding 10 UI/mL, which is more than 20 times the minimum required by European law!
The vaccine has worked perfectly, Robert is fully immunised and the risk to public health is scientifically null. The financial deadlock imposed by the administration
The AFSCA refuses to validate this strict confinement which is nonetheless perfect and demands forced placement in a quarantine centre in Flanders. This centre charges 25 euros per day payable in advance, along with a flat indemnity clause of 5,000 euros in case of non-payment.
His owner is materially and financially unable to bear such a sum over several months. The AFSCA wants to punish the victim of the scam by taking her animal away. At these exorbitant prices, they are financially suffocating the mother and unjustly condemning the kitten Robert.
A new ordinary legal procedure will be launched before the Council of State to annul this injustice. The owner warns: if she has 10 chances to keep her cat at home, she will go to the end of those 10 chances. Her absolute priority is to save her son!
We understand that rabies is an extremely serious disease and that health regulations are important. No one is asking to put humans or other animals at risk.
But Robert did not choose this situation. He did not choose to come from Algeria without the necessary vaccinations. He did not choose to be improperly identified. And yet, he is the one who risks paying the highest price today.
How can one contemplate killing a 6 and a half month old kitten, or isolating him in a facility far from his mother, or even sending him back to his country, when other humane sanitary solutions could still be considered?
His owner is already fighting for him and has even approached the Council of State to try to save him.
Today, we simply want to ask the Belgian authorities to give Robert a chance. He should be playing peacefully with his owner instead of seeing her being harassed and crushed by the administration.
Our request to the Belgian authorities
We understand that health regulations are important, but science has said that this cat is healthy and the owner's civic responsibility is impeccable.
We ask the Belgian authorities: To immediately cancel the seizure order, forced placement and euthanasia of Robert.
To officially allow the finalisation of his monitoring in the form of this strict confinement at his mother's home in Charleroi, where all security measures have already been respected for months.
To open an investigation and focus their efforts on the real culprits who continue to sell illegal unvaccinated litters online rather than harassing an honest citizen and her immunised kitten.
Robert is a living and sensitive being. He has the right to live safely with his owner who loves and protects him.
Please help us save Robert.
Sign this petition and share it as much as possible. This story needs to be heard by the Belgian authorities and all solutions to save Robert should be considered before it is too late.
